PASP's Country Operating Partner network is the operational backbone of the platform. COPs are established local entities with deep market knowledge, regulatory relationships, and the governance quality to participate in institutional-grade joint ventures. Applications are reviewed on a rolling basis.
Qualification Criteria

Institutional Standing
Registered legal entity with a minimum three-year operating history and demonstrable market presence.

Sector Capability
Proven expertise in one or more of PASP's eight priority sectors, with relevant client or project references.

Governance Quality
Formal governance structures, audited financial statements, and compliance with applicable regulatory requirements.

Financial Strength
Financial sustainability and the capacity to co-invest in joint venture structures as required.

Local Market Credibility
Established relationships with regulators, government bodies, and key market participants in the target country.

Strategic Alignment
Commitment to PASP's Pan-African development mandate and the platform's governance and operating standards.
